Federal Judges Demand Redistricting Explanation
Two Republicans who were instrumental in drawing new legislative maps will have to tell a court what went into their decisions under a ruling handed down by a panel of federal judges.
The judges ruled that Republican legislative aide Tad Ottman and private consultant Joe Handrick must respond to subpoenas by a group of Democrats challenging the maps. Ottman has long worked for Republican state Senate Majority Leader Scott Fitzgerald and this year took the lead on the new legislative maps. Handrick is a former Republican legislator and works for one of the private law firms the GOP hired to advise them on redistricting.
Republicans argued that because Handrick works for that firm, any advice he gave them privately was protected by attorney-client privilege. But the federal judges hearing this lawsuit rejected that argument. They wrote that Republicans themselves had said they hired Handrick not as an attorney but as a redistricting "consultant." Because of that, the court said he could be subpoenaed and deposed.
Republican attorneys had also argued that "legislative privilege" protected any documents used by the legislature to develop the redistricting map. Judges shot that suggestion down, calling the argument, "disingenuous." They also admonished the legislature for apparently refusing to accept service of subpoenas in some cases.
In addition to the federal court case over the new maps, Republicans have filed their own lawsuits arguing that the maps should take effect in advance of another round of recall elections.

The state legislature unceremoniously adjourned Gov. Scott Walker's second special session on jobs Thursday. It effectively killed roughly half the bills Walker said would help put Wisconsin residents back to work.
