TALLAHASSEE — Good morning. It’s Wednesday morning and there’s a busy day ahead in the Florida capitol. But here’s the top five stories you should be reading to start the day.
* The Orlando Sentinel has a story on how central Florida will be ground zero for minority districts. From the story: It is literally the most divisive issue in the politically charged process of redrawing the face of Florida politics: dividing minority groups among new congressional and legislative districts so that their representation is not diluted. Central Florida will be ground zero for how lawmakers acknowledge a burgeoning Hispanic population without unconstitutionally diminishing the rights of blacks and other minorities. More than half of the state’s growth in the past decade — 55 percent — came from an increase in the Hispanic population, with a majority coming along the Interstate 4 corridor. The Central Florida counties of Orange, Osceola, Volusia, Lake and Seminole led the state in population growth.
* The Associated Press has a piece on a teacher who was fined for helping her student register to vote speaking out against the new voting law. From the story: A teacher who may become the first person fined for violating Florida’s new Republican-sponsored election law says there’s no way she could have complied with a provision on voter registration drives even if she had known about it. Dawn Quarles faces a potential $1,000 fine for allegedly turning in her students’ voter registration applications more than 48 hours after they were signed. The old deadline had been 10 days.
* The St. Petersburg Times writes that judges are concerned that filing fees aren’t enough to fund the courts. From the story: Since July 1, the state court system has needed nearly $100 million in loans to pay for operations because court filing fees and fines aren’t covering court operations. County clerks say they need $36 million to get through March. But in a report, a work group of a dozen judges and clerks said fees and fines alone were never intended to cover the entire system and asked lawmakers to direct general revenue dollars — money largely generated through state sales tax collections — to help pay for parts of the judicial system.
